Grand Erie District School Board to Release Investigation Report

The Grand Erie District School Board is releasing the investigation report in the “Call the Police” Code of Conduct complaint. This step is being taken to ensure clarity and accuracy in the public record in response to the Court’s August 8, 2025 decision.

The Board’s longstanding policy has been not to disclose investigation reports, to protect confidentiality, particularly where non-trustee witnesses and staff are involved. Confidentiality supports witness participation as it helps minimize fears of reprisal or negative career impacts. This approach is consistent with the Education Act which allows personnel matters to be considered in camera while requiring trustee sanctions to be confirmed in public. Contrary to some reporting, in neither Sloat #1 nor Sloat #2 did the Court suggest that such matters could not be considered in camera.

The investigator’s verbatim findings were provided to trustees during deliberations in respect of the Call the Police Complaint. The Court, however, expressed concern in its decision that Trustee Sloat had not been given the investigation report in this matter. The Court further found that the Board does not have jurisdiction to conduct a new hearing in the Call the Police Complaint because of changes to the Education Act. As the Court did not decide the merits of the complaint and the Board cannot revisit it, the Court’s comments have contributed to public interest in disclosure of the Call the Police investigation report. As a result, the Board believes disclosure of this report is now appropriate in the public interest.

The Board will continue to uphold the principles of good governance consistent with the Education Act and to act in the best interests of students, staff and families.
